A SENIOR Brent Council official has been suspended, just weeks after the departure of the authority’s chief executive.
Director of finance Clive Heaphy was told to stay at home on Thursday last week following allegations of gross misconduct – although the authority made it clear that the allegations were not financial in nature.
The announcement comes after it emerged Gareth Daniel, who had been chief executive for 14 years, is to leave the council at the end of September.
The council leader, Muhammed Butt (Labour), said: “Following allegations of gross misconduct, the council has had to suspend the director of finance, Clive Heaphy.
“Suspension is a neutral act and does not imply guilt.”
The opposition leader, councillor Paul Lorber (Liberal Democrat), commented: “Local residents and council staff must wonder what an earth is going on.
“The sudden disappearance of two of the council’s most senior officials leaves a leadership vacuum at the top of the organisation.
“Councillors deserve an explanation. So far, they have been kept in the dark.”
The council has appointed Richard Harbord, a former chief executive of Richmond, Hammersmith and Fulham, and Boston councils, to produce a short-term report on the financial position of the council and to support setting the 2013/14 budget.
