Is my parking fine legal?

MAY I ask if any of your readers have displayed a valid parking ticket inside their windscreen but been fined for failing to display a valid ticket on the car dashboard?

Harrow Council has dismissed my appeal, saying the ticket must be on the dashboard, even though I had a valid ticket on display.

This may be a regular practice, which I believe is not compliant with the legislation, and therefore would be interested to know if anyone has made a legal challenge.
